Short term (cheap) solution is to cut off 3" to 5" inches off the front duck bill. I cut about 3 1/2" off my XRL's, which basically has the same front fender as the XRR. Big improvement by eliminating the flapping at high speeds & it doesn't catch the front tire, either...
XR4 fenders work well but I think you need to add some washers between the rear-most mount holes & the top of the fender to "kick" the front of the fender up to keep the rear portion from rubbing on the down tube. Did that same trick on my old '83 XL600R when I replaced the front fender with an XR350R fender way back when...
That TTr250 fender sure looks nice, though...
