Counter or rear sprocket?

My 426 is too fast for the track I ride. I was wondering if I should add two teeth to the back sprocket or take one away from the front. Is there a big difference in the speed of the bike with a smaller counter sprocket? Any comments or suggestions would be appreciated.

FWIW - I went up two teeth in the back. I wanted to stay with 14 in front and be able to swap the rear to a smaller one for desert.

I will tell you it's pretty tight with 114 links and 14X51.

If i'm not mistaken, 3 teeth in the back are equal to 1 in the front (approximately).
