Stator Plate Question

I'm in the process of doing a timing belt replacement on my '04 450. I just removed the stator plate and noticed there is a red plastic like "sleeve" in th 3mounting bolt holes in the stator plate. The "sleeve" in one of the holes broke and fell out. What's that sleeve for and is reassembly with it missing on one of the stator plate holes a problem?

It's probably just a remnant of thread locker used by the factory. I don't see it as being significant either way.
