What type bike would be best for me im 5'8.5 and in the 2000 or 2500 at the most range. Im going to do mostly street riding but random days one the trails. Also if its good on the highway thats a plus

Are riding more on or off road?
I ask because 650 is an awfully heavy bike for trail riding. FS road and Baja might be a suitable place.
Up here in the North West trails are tight, sloppy and steep.
Falling over or spinning out and dumping it 1/2 a dozen times in one day is common. I have to be able to pick my bike up on a muddy hill and get started again.
I found the KLX250s to be a comfortable and fun to ride bike. Failry light, lots of aftermarket stuff around for them.
Wouldn't take it down the freeway for a 100 miles but I'd take it through any trail and short freeway jaunts are ok.
XR250 (or was it XL250?) was my first dual sport and loved it. Rode than bike for a good 10 years and it never failed.

I'm 5'9'' without shoes with a 32" inseam. My DRZ fits me fine. But your inseam is what really matters. And there are all sorts of ways to go about lowering these bikes. Just do a search in the section of the bike of your choice and you should come up with all sorts of ideas.

You will get used to the height of any bike and/or get good a balancing on the pegs. If you have to stop in traffic, just use one foot. Im 5'8" and have had wr 400s and ktm 525 dual sports, no sweat.

I'm 5'9" and I don't have any trouble on my XR400. Fabulous bike, especially dual sported.
It is tall, but I'm used that. Any modern bike will be. (even my 85 XR350 is tall)
You can pull the forks up in the triples to get an inch or two lower. SEt more sag in the rear to get it down.
XR250 or 400. 400 better for the highway.
You'd do fine on the DRZ too.
