Im putting a 98 yz400f together i got in boxes. I do mostly woods and trail riding with my 450. Would it be better for me (less pipie) to go to WR cam timing?

The YZ400 was never "pipey". The downside of the more aggressive timing is that the engine runs a little less smoothly at very low speeds. More people have reset the old WR's to YZ timing and left them there than the other way around. I would suggest you put it together as built and try it that way to begin with. It's easy enough to change later.
