The lock ring has to be totally free, and the bike has to be on a stand. If it hasn't been turned for a while, the adjuster may need a couple of taps to loosen it, too.

I adjusted mine with a large screw driver after loosening the jam nut.I went on a angle from the motor side above the exhaust.I have never tried to spin the spring that a great idea.
