2 different Rev-Limiters???? i have a ?

hey everyone, i have read on here that there are 2 different Rev-Limiters..one for in gear which comes on at 13,500..which i knew about...but i did not know anything about this neutral rev limiter. my Question is, is that did the 2001's have this? Or was this put on the 02's and 03's? Because i'm a beginner and i sometimes miss 2nd gear coming out of a turn and it hit a rev-limiter, but i know it isnt no 7,500 like the neutral one is suppost to come on at, it was to high..if my'n does have it, and it is disconnected is there anyway to connect it? or do i not need to worry about it. I talked to a mechanic i knew and he said that as long as the top limiter is working i cant really do much damage, whether in neutral, or in gear on these 250F's...so i would really appreciate anyhelp and advice on this..Thanks,

I know the 02's have both cause mine got messed up and was only hitting the neutral one, even in gear. I'm not sure about the 01's though.

Also, the mechanic is mistaken. 13,500 rpms with no load on the motor is a lot tougher on it than when there is a load.
