The '06 fork ('05 and later) are not filled to a level. The inner cartridge is filled full and bled, then the outer filled with a specific amount of oil:

My book on the bike said to put 13 oz.in forks.

That's wrong. The Yamaha manual calls for 11.7 to 12.0 U.S. ounces (like shockdoc said, 345-355cc). The SSS fork is VERY sensitive to outer chamber oil level, too, and adding or removing as little as 10cc per side can make the fork undesirably harsh or soft.

We are talking about a 250F, right?

The manual for my '08 450 says 325-350 cc
