Is this tank just a boil over catch tank, that should remain empty, or should I keep an amount of coolant in it? If so, how much?

It's both, but should have coolant in it. There should be a line on the tank indicating how much it should have. I think it's about one third of the tank capacity.

You should always have coolant in it. There are some markings behind the left number plate that indicate what levels it should be kept at.
