rim fitment question

will the stock rim off of a 98 yz125 mount on a stock 99 yz400f?

Front rim should, yes. Rear is too narrow for the tires you should be running.

Are you talking about complete wheels, or just rims?

im just looking to mount a paddle tire on the stock wheel assembly for when i go to the dunes. Will this work

You can use the 125 wheel with a 100/90x19 paddle and probably not notice the smaller tire too much, or you can run the right sized 110/90. The larger tire may be a little tougher to mount, but in the dunes, it should work OK.
