DRD Hot Start, who has it and is it worth the money? Any other suggestions for '02 WR250F mods greatly appreciated. I've removed the baffle, modified air box lid, blue and grey wire gone, throttle stop removed. And do I have to re-jet with these mods I have done so far (any suggestions)???

Plus, does CA actually check dB's or is it just to get the bike in the state.

It is absolutely worth the money (Yamaha thinks so too, it's on the '03's) and it ranks up there as being one of the best mods. You can buy them direct from Dr D from the icon on the left side of the home page or get one from www.motosportoutlet.com which has free shipping on orders over $100. Yes you do need to rejet; exact numbers will depend on your altitude and temperature (and to a lesser extent, humidity).
