Sounds like the majority of the engine work has already been done. Perhaps it just needs cosmetic work?

He's confused on the year. The 650L didn't come out until 1993.

Nothing mechanical should ever be considered dead. All it takes is money.....lots of money, and time and patience. I wouldnt try to bring it back but would part that one out.
