How often should I replace the valve springs and stem seals on a 06 YZ450? every other year just to be safe?

It depends on how much and how hard you ride. I replace my valve springs and seals yearly, but I ride pretty much every weekend. Don't forget about replacing the cam chain too.

I only get about 30-50 hours in a year with 75% of that being XC races

Then I'd probably do the timing chain every year and the valve springs every other year.
