So let me start by saying that I have a 01 wr 426 and I just put thing back together this week after having redone the head. But now it's together and i'm trying to kick it with the normal process the decompression lever goes limp and check the spring on it but dont know if that is the issue and it's something else. So there lies the question what is it?

sounds like the bucket/valve may be stuck open. Set TDC and check your valve clearances If the far right valve is loose then that's probaly it. Does the bike start or can you turn over the engine. Listen carefully though as you cycle the engine. If the valve is stuck open it will contact the top of the pistion. I hope it just has something to do with the return spring or the cable sticking in the sleve
