sorry for the dumb question but whats the needle valve ?
is it that white thing aroung the jets that came off when i took the main jet of?


First of all, did you or did you not remove the entire float bowl? You can change either the pilot or main jet without removing the bowl. From the sounds of things you did remove the float bowl and didn't get it put back on properly. Something is holding your float valve open. Pull it back apart and inspect!

No, the needle valve is closed by the float. The float is #24, the needle valve is #26:
