Has anyone had a problem with their stock Clarke gas cap being too restrictive on air flow causing the engine to be starved of air?

No. My friend and I have four of those tanks between the two of us and haven't had any issues with them at all. Your cap my be defective or if you have one of those no slop hoses they occassionally go bad and cause restrictions. If it's the cap just return it to Clarke. They usually have pretty good service.
