650L wheels???

Been considering adding some color to my rides wheels (black) and after researching the options I think I've come to find out that Excel makes a rear wheel that is compatible with the L but not a front. Is this a trueism? I'd like to retain the stock wheel sizes and use the stock hubs to save a little money if I can. Has anyone out there ever powder coated these type wheels and if so does it hold up to the abuse of tire changing? How does powder coating price out in comparison to new wheels? This bike is a highway cruiser only so I need the speedo. Edgimacate me someone. OGB
