87 XR600 not powerful?!?!?

So after reading some threads, it seems my xr600 isn't as powerful as it should be.
I can get the front end to lift in 1st with some very agressive throttle. 2nd gear I have to compress the suspention, pull back hard and gas it to get the front wheel to come up??
Is this right??
I did a compresion test and got to about 1230psi before my leg got tired.
What is the correct way to do this test?
I did a leakdown test and it was only 20% which is ok I think.
Plug looks ok, maybe a bit white.
Anything else I should check?
Its got 6500 miles.

you fill the cylinder with oil???? thats a bit high.

123psi is more real world, which is low right guy's, it should be reading 180psi for a fresh top end.

Yeah, uh 130psi. Not 1230psi. Need some mighty high octane for that.
Anyway, what is the correct procedure for the compression test?
Remove the decompression and kick like crazy till it doesn't move any more??

No decomp, and kick with the throttle wide open.

daves right. then take it step further... add some oil to the cylinder (a few squirts)and retest. if the compression jumps up you know you have a ring and or cylinder prob.
