Frustrating New York City XR600R

I bought a 92 XR600R 6 months ago and continue to have starting problems. The bike is stock with exception of an older Baja Design street kit. I recently updated the switch controls for a new Baja unit but the issue is really starting this thing. The carb has been cleaned, adjusted, etc. The spark plug changed.

Any advice?

check the valve clearances. if a valve is tight and hanging open, it will be very difficult to start. also, what is your jetting?

Also check your coil and stator using an ohm meter. Those sometimes contribute to starting issues.
