MN or SD to dual sport a bike?

I might be picking up a DRZ400K that I would like to get a plate on. I am in the military in San Diego, but I am still a resident of MN and have relatives and I own property in South Dakota.

Are either of these states viable options to get a bike dual sported? California is a total PITA to dual sport a bike now.
