'95 XR600L Starter/Electrical Problem... any ideas?

Greetings!

A riding buddy of mine has a '95 XR600L which starts sporadically when he hits the magic button but always lights right up when it's push started.

We're guessing it has to do with the starter robbing power from the ignition side of things to the point she won't fire, but there must be something defective as the starter always draws things down when it's in use. It doesn't do it every time either. Bike has about 15K on it and otherwise runs well and looks good.

Has anyone else experienced this issue before? Any assistance would be most appreciated.
