My 95 XR600 is always having the same problem. The float bowl is always sticking and flooding out. I've stripped the thing down numerous times and hav cleaned the thing thoroughly. Everything seems fine and there's no stiction in the float action.

Any idea what I can do about this? (Other than buying a pumper):excuseme:

A new float valve might help.

thinking out loud here....have you inspected the float tang and pin that hold it in ? everything looks good there ? is the float measurement correct ? what jets are in it ? what clip is the needle jet on ?
