Sluggish Response

On my 99WR I'm getting sluggish response to the point of sputtering at 1/4 throttle in 1,2,3 gear. After I open it up, it disapears. Pulled the octopus carb apart, cleaned it, and still no luck. Upstate NY clay BLOWS!!!!

Actually I live in Troy, 5 minutes outside Albany.

I lived in Saratoga Springs for 7 months. I loved it.
About your sluggish problem, did it just start or has it always been there?
If has always been there, check your fuel screw. I think stock I had mine at 2 turns out. How about mods to your bike, have you done any (airbox lid, timing, throttle stop, octopus)?
Lets start from here. I would spend too much time speculating. It would be much easier getting this info first.
