I'm pretty sure it only applies to California so don't worry about it. But it I'm sure its about emissions.

It's all about pollution. Red sticker bikes supposedly pollute the air more with sound and smog than the green sticker bikes. I still don't see how it's possible with the 2 smokes out there. Darn tree huggers.

Red stickered bikes (any bike considered a race bike after the year 2002 both 2 and 4 stroke) can only be ridden during certain months of the year where the fire hazard is not high. Green stickered bikes (off road/trail bikes like wr's or like crf230s etc) can be ridden year round. if u own any bike that is a 2002 or older it is green stickered and can be ridden year round.

I'm not even a California, but been here long enough to find out. Red will not allow you to ride in June, July and August. Basically, only ride at the beginning and end of the riding seasons. All bikes prior to 2003 were grandfathered in, red or green. How do you know if its red vs green, easy, look at the 8th digit in the VIN, if its a "3" or a litter "C", its a red sticker bike. Caution, not all trail bikes built after 02 are green. I know the 03 and 04 WR450F are still red sticker bikes. To if you are buying a bike and want green, you'd better not have the C or 3 in the 8th digit.
