'98 wr400 clutch question

Clutch started slipping last ride. Ordered new friction plates from the dealer. I only got 7 friction plates, but I think I should have gotten 8? I didn't get the one that is circled in the diagram. Does the dealer know something I don't? Like it doesn't need to be replaced with the rest of the friction plates or did he just screw up?

You need one "#1 friction plate" and it has a different part number (5BE-16331-00-00). It has a little less surface area than the seven other "#2 plates" (5BE-16321-00-00) as I recall.
