Newbie here, I just wanted to know what is the max horsepower that can be had on pumped gas out of a 07' xr650l?

Welcome to TT.
Bore to 720cc, with 10.5:1 compression, cam, pumper carb, etc. probably around 50-55 HP, will need oil cooler, big fin head, etc. Add nitrous probably around 70 or so horsepower. Probably cost around $4000 to build. Just go buy a R model uncork it add a pumper carb, and exhaust you will have around 50 HP :applause:
In the real world, get a 10.5:1 compression piston stock bore, a pumper carb, hot cam, full exhaust, 42-44 hp, I would still add at least an oil cooler, when you up the compression ratio you up the operating temp.

In that case how hard is it to make a xr650r street legel?
