Do you guys think my bike is timed wrong?

Ok so i restored my yz and had the motor rebuilt my a shop and the carb was cleaned out really well and the spark plug is sparking fine and the plug is wet when i check it so its getting gas..So i kick and kick and still no start could it be timed wrong cause sometimes when i do the decomp stroke and then the start stroke kick i get stopped halfway down the middle and cant get past that point it only happens every few times but it happens more often than i get a nice smooth kick through. any ideas?
