Florida roadblock. Who knows the answer??

Many have run into "roadblocks" in getting thier off road bike registered and tagged even after installing a dual sport kit. What is even more frustrating is the fact if you start from scratch and build a bike or buy a kit then getting a tag is easy.

Is there some specific regulation, rule or statute that the State of Florida is relying upon to prevent off road conversiions? Has anyone ever found an answer to this question or tried to get to the bottom of it?

I have mine plated in Fla but I simply got lucky. If you do get someone at the tag office who through stupidity or what offers a tag pay the extra $ and have them print the title on site. Good luck
