(1) Do I have to have illustrator to designs graphics for my bike or can I use GIMP??

Illustrator does not use blending pixels. (Therefore you can blow the design up as big as you want without it getting fuzzy.)
Photoshop and gimp use a pixel blending method to sort of "fake" the edges better as far as editing a photo.
Here is a quick demonstration I made...
NOTE!!!! I highlighted the important things....Both are size 12 Myriad Pro font. Illustrator is zoomed into 1257.33% and is still perfectly clear. Photoshop is zoomed in 400% and looks horrible. It does not matter how zoomed in I am in Illustrator, It will ALWAYS be pin sharp. Photoshop, obviously not so much.

As far as getting a good.....FREE....template, good luck! I have tried and tried. I made some custom graphics for a buddy who went out and bought some crap 15 dollar new graphics and I scanned them at my dads work on a huge scanner and got the shape from that and uploaded it to the computer so the size of the document was to scale...After we had it scanned we pitched the crap graphics and got his printed at a graphics shop for 60 bucks. They looked nice and all, but I spent a ton of time and I think honestly you are better off just paying the money to have a company do it fast and easier than wasting time and money doing what we did. He spent $75, and I spent a long time designing them for him. Just not worth it man. If your heart is set, go for it. Illustrator Is in my opinion the best software as far as logos/designs whatever you need that must be clear. The last thing you want is to make it all in Photoshop or GIMP, get it printed and it's so fuzzy you can't read anything on it.

anyway I've seen a few people on here saying they won't tell if they paid for it or got it for free... anyway I know they got it for free, how did they get it??

This is what I came up with. I clearly didn't do the wheels though because I'm not good a doing them.

already have troy lee designs arched decals on the front fender just not in the pic. so if you could get those that would be great
-And some graphics for the rest of the bike if possible
