Well the difference between GIMP or Photoshop and Illustrator is...
Illustrator does not use blending pixels. (Therefore you can blow the design up as big as you want without it getting fuzzy.)
Photoshop and gimp use a pixel blending method to sort of "fake" the edges better as far as editing a photo.
Here is a quick demonstration I made...
NOTE!!!! I highlighted the important things....Both are size 12 Myriad Pro font. Illustrator is zoomed into 1257.33% and is still perfectly clear. Photoshop is zoomed in 400% and looks horrible. It does not matter how zoomed in I am in Illustrator, It will ALWAYS be pin sharp. Photoshop, obviously not so much.

As far as getting a good.....FREE....template, good luck! I have tried and tried. I made some custom graphics for a buddy who went out and bought some crap 15 dollar new graphics and I scanned them at my dads work on a huge scanner and got the shape from that and uploaded it to the computer so the size of the document was to scale...After we had it scanned we pitched the crap graphics and got his printed at a graphics shop for 60 bucks. They looked nice and all, but I spent a ton of time and I think honestly you are better off just paying the money to have a company do it fast and easier than wasting time and money doing what we did. He spent $75, and I spent a long time designing them for him. Just not worth it man. If your heart is set, go for it. Illustrator Is in my opinion the best software as far as logos/designs whatever you need that must be clear. The last thing you want is to make it all in Photoshop or GIMP, get it printed and it's so fuzzy you can't read anything on it.

Free=illegal  I will tell you, i got the whole Adobe Web Premium Package with Photoshop, Dreamweaver, Illustrator, Bridge, Contribute, Fireworks, Flash, Soundbooth, and other crap I never have used for $499 through my cousin. He goes to a local college....He gets crazy discounts for being a student and buying it through his school. If you want to get into photoshop, The easiest way Is if you know a student who would buy photoshop for you through the school. I believe at the time I bought all the crap, photoshop alone was 110 for the student price. If ya got a relative thats in school, hit em up. also ebay has photoshop new at a decent price. WHATEVER YOU DO! Do not get Photoshop Elements. Get The CS series. CS4 or up. essentials is cheaper, and i wasted 80 bucks on it. Nothing like the CS series.... Essentials is all PHOTO EDITING as in, contrast, brightness, etc etc. You CAN do some of the same stuff, but It's way easier and faster with CS4, CS5 or up. The tools and layout are totally different.
