426 countershaft seal oil leak.....?

Is it recommended to replace the steel collar when replacing the seal and
o ring? The collar looks good. I combed the manual and could find nothing related to the countershaft seal.

Unless there is a significant groove in the collar, reuse it. If there is a groove, it may bind the lip of the new seal and cause it to leak.

As you mentioned, there's an O-ring under the collar that seals it to the shaft, too, and you may want to at least check it. It can be removed with a small pick or a bent safety pin.
