It doesn't matter. As long as the crank is at TDC and the lines on the cam sprocket are in line with the head, you are good to go. Just make sure and verify a few times that everything is right before going any further. It's real easy to get it one tooth off. After you get it on there, I like to turn the engine a few times to be sure that everything is lined up correctly.

Later in the process when you put the head cover on, it's easier if the lobes are down.
