will rims from a 96 cr250 fir on a 02 cr250?

They wont fit but...
CR250 97-07 frt wheel will
Rear 00-07 will fit - use the 00-01 rear brake rotor if you use those yrs. wheel (different size bolts on the rotor)
02-12 CRF450 frt & rear will fit
97- 07 Cr125 & 04-12 crf250 frt.
Rears are smaller on the cr125 & crf250

what changed in the rims from the 96 to the 02?

also, they are aftermarket DNA rims.

Not sure on aftermarket but you can call DNA & ask them if they have an internal kit to swap over.  I did that a few yrs. back with 97 CR125 talon hub wheels to my 03 cr250.  the rear axle was a smaller size so I was able to get a kit to change the internal bearing size inside to fit my 03 axle.  I'd also check on the offset of the 96 wheels vs. the 02 where the rotros line up to the break calipres.  You might need different spacers if DNA has a conversioin kit.
