New for 05 *New front axle placement for improved fork action and turning.
is this a change in the actual frame, or what? possibly the clamps, but im not 100% sure.

The frame did not change. Axle will be in a different position on the forks.

As far as the clutch on your 96, you do not have to split the cases. Remove the brake lever, and pull the clutch cover off. You will have full access to the clutch to begin removing it.

He is determined to get a used CR250 and occasionally listens to my advice, so my questions are as follows:
What would the best years for him to search out?
What should he expect to pay (ball park) for a bike in good condition?
Would any of you guys recomend an increase in displacement to account for his new found girth?
If so, what kits?
I appreciate any help out there from the experts. His 1986 CR was a tremendous buy and served him well for over 10 years of hard trail riding in Michigan, I guess I can't blame him for wanting another one.
I ride a YZF450 2006, which he rides very well also, but I am thinking a four stroke might be more costly to maintain than a good 2 stroke.
In two years we need to plan out a bike for his son, so spending is somewhat limited as we bring in new generations to the ride.

I found that the 1992 model to be very good. I own an 2005 which is also very good. Only little problem is the clutchy power. but you can easily over come this by going up on the CC. ( 275 or 285 ). So, I will say if you can fine and afford an 2005, Get one and mod it. You should also go for suspension heavier springs.
Every time I pass by a guy on a heavy 450F, I see the tears on their eyes. Boy, do they get surprised id not disappointed

I'm 225lbs, and have been heavier, the 250 has plenty of beans without a big bore kit to haul your son. New springs will be more important than more engine, and a revalve if you have the extra cash. I would go for an '02 or later, everything about these later bikes is better with the exception of low-end power, which can largely be fixed with a Keihin PWK carb. The big bore kit would add power and low end torque, the '02+ bikes can only be bored safely to 265cc, Eric Gorr of Forward Motion has probably done more of these than anyone I'm aware of. It's on my list, but I did suspension first, and the PWK carb to good effect. There's nothing wrong with earlier CR's if that fits your budget better, any semi-recent CR that's been taken care of should be a solid choice. That's my 2 cents worth
