Fender 'lift'?

Where I live there is always some wind, either light breezes, surging gusts, or full on gale force winds. At times when heading to the trail on the street and catch the wind just right, the front end will get really light and do the shimmy and shake.

Is there any way to combat this? I trust it's due to the big honkin fender that sits so high over the front wheel.

I trust a steering stabilizer will combat this but I am looking for a more low cost solution right now.

I think Cycra makes a vented front fender. Maybe this will help. :excuseme:
