Front Wheel

I recently put new tires on my '99 xr650l and when putting on the front tire I noticed there wasn't a spacer between the wheel and the caliper. Should there be a spacer? Also when taking the bike out for a test ride I noticed a lot more noise coming from the rotor and caliper, nothing serious but there is some brake pad rubbing that I can't seem to adjust.

There needs to be a spacer,there should be one,don't ride any more or your going to ruin some thing
