Compression test

What's the compression supposed to be on 1997 XR600R without the decompressor activated? The maual only gives a figure of 71psi with decompressor activated, but I took mine off my bike. I just did a compression test and I got 130psi. The bike was warm, the choke was off, and the throttle was wide open.

I am not sure what the XR's should be, but that seems a little low to me. for comparison, I had a KX 250 that would read 210 with new rings and when it dropped to 180 I would rebuild it.

It still starts and runs fine though. Could it be the valves?
