Suspension Adjustments

I have a 1997 XR600R that I'm in the process of rebuilding. I have taking apart the rear end and everything looked good, so I cleaned it then put it back together. When I tested the suspension today it felt like there was barely any rebound. I turned the adjustment at the bottom of the shock to the hardest setting when it was out of the bike, but today when I went to adjust it and make it softer I couldn't turn it either way. Anybody know why I could turn the adjuster while the shock was out of the bike, but now I can't when it's in the bike?
