Light switch clutch

I've got a frustrating problem with the clutch in my '99 XR600. The clutch only disengages when the lever is just about fully released, and then without any transition or feel making it difficult to get a smooth take-off. It's like a light switch, either on or off. The range of take-up is so narrow that slipping the clutch is out of the question. However once engaged the clutch works fine, and similarly when disengaged it doesn't slip.

I have adjusted the cable at both ends to no avail, I don't think the problem lies there. I've installed new fiber plates but made no difference at all, and the steels looked good and weren't glazed. Any idea's??? thks Tel.
