Suzuki Quad LT-50 carb screw settings?

I'm at a friends house and he can't get the quad to run right......he turned the idle screw and the other screw when i think the only problem was a fouled plug and we can't seem to get the settings back to where they should be. It has no power. The spark plug fouls after about 15 minutes.

I apoligize for asking in the DRZ-400 forum, but i follow it at home religiously, and quite a few of you are extremely skilled, thought u might be able to help us out!

has he removed the restrictor from the head pipe?drilled out the intake manifold?

the air screw shoudl be around 1 turn.

if the restrictors are still in it,they will barely move.
