I believe it is just a XR400's black box which has a higher Rev limit than the XR650R's black box. I can't testify concerning the reliability since I long ago quite hitting the Rev limiter by just shifting a bit earlier.

give procom.com a try. they also make these, specifically for the xr650. reasonable price too.
