Stuck bolts on cylinder head cover

I'm starting to tear down my 92 XR600R for a top end job (my first). There are two 5mm bolts on the cylinder head cover I cannot loosen. I have tried a liquid wrench product and tapping with a rubber mallet, with no success. Are there any other techniques?
