Throttle needed at start...why?

I just bought a used 2001 WR250F. I had a hell of time getting it started at home, until I discovered that I needed to give it some throttle just after kicking through to the bottom.

My friends WR400F starts with no throttle or choke on first kick.

What is the problem?

jetting specs?
FS - #turns out
Needle - model & clip
other mods - air box lid on/off, exhaust system, freshly oiled air filter

99 WR400f, YZ timed, MX-Tech suspension, Scotts steering damper, White Bros E-Series (12 discs), tapered header and a/f. Kouba T-handle for the fuel screw. Works Connection billet throttle tube and frame guards. Cycra Pro-Bend, triple clamp mount handguards. Thumper Racing rad guards, Renthal Jimmy Button highs, YZ Tank and IMS seat, YZ number plate, odo removed, EKP #4, 50PJ, 175MJ at 500-1000' Thanks James Dean!

I'm beginning to get the hint that I need to provide as much info as possible when asking questions.

Let me get back to you with more. I only got the bike a week ago, so I have no idea.
