Valve adjustment/ decomp lever

Any insight into how to adjust the decomp mechanism when doing a valve adjustment? The Honda manual says to adjust it to like 6-8 mm. Is that off the valve or at the lever?
It is that exhaust valve that is adjusted last and though i got them all right on with the right amount of lash it seems like my top end is making a little more noise now then befor. the old pig still starts first kick and I was thinking that maybe I just hear more noise without the tank and seat on.

I think it is at the lever after you have done the valves.
