Preload washer question

Buddy of mine gave me some preload washers for my forks. My manual shows them to be place between the spring and the
upper spring seat. However, they dont fit there. He tells me later they go below the spring. But that isnt where the manual shows to place them. Whats up with that. Oh yeah, its an 04 yz450... Are these forks different from an 03, thats the year bike the washers came off of. Are they safe to put below the springs on my 04?

they go below the spring. At least race tech said to put their there.
