2 Oil drain bolts on bottom of 450f ?

This has been on my mind for the past few oil changes. Whats the purpose of the 8mm drain bolt next to the main 12mm drain bolt on the bottom of the engine? I keep removing the little guy, but I also wonder why its there?

Removing the small drain bolt completely drains the sump.
