TPS (cant find wire) I have looked for 1hr before posting this

I can not figure out where the TPS disconect is at
I know its under the seat and I think its the light blue wire?? I have an 03 yz450

no, the TPS is the wiring that runs to your carb. there is a connector at the carb that connects the TPS to the wiring harness. Unplug it here and cover both ends of the plugs.

look on the left side of the carb (shifter side) and you will see the wiring going into the carb. Follow the wires out of the carb about an inch and you will see the connector.

The mod you were looking at is the blue wire mod or nuetral saftey switch disconnect. This was very popular on the 426 bikes and was felt to aid in starting. I have not seen alot of 450 riders do the "blue wire" mod.
