I am helping my bro putting is bike together. And the carb spray stream is more of an boil instead of a squirt. I cleaned the carb out as best I could, it will squirt if I shoot carb cleaner through the hole, but not when hooked up the gas line. What am I missing.

No way to know without taking it apart. Take the pump apart and look for a torn diaphram or a lot of junk in there.

The diaphragms can wear out, even if they are not torn. Pro racers change them every 1-2 races.

Also clean the float bowl and AP passages with carb cleaner. If that doesn't work try soldering shut the leak jet.
