Should wheel spin in neutral?

Here is somthing I've never noticed before...I was washing my bike today, I put it in neutral and tilted it on the kickstand to lube the chain. When I lifted it, the wheel was already spinning a bit. Not enough to move the bike when I set it down but it was spinning. I put it in first lubed the chain and back into neutral and it was still spinning. Is this normal?

yep quite normal ,
without my chain on and the motor running my
the drive sprockets just a blur.
