You can make one Sabin.
I havent put this idea into practice yet, but it should work. All you need is a pressure regulator and a flowmeter as used on welding equipment. It will pressurise the cylinder and measure the amount of air (in litres per minute) escaping. By testing a engine that is known to be good you can establish a baseline.
