Valve Checking ???

On a 00 426. I have a few questions that I couldn't find the answer to in a search

1. The cam lobes were to pointing away from each other at TDC the intake was pointed slightly up, even though the punch markes on the gears were lined up. Is this normal?

2. How easly should the gauge slide under? A little force? Should it cause the bucket to move down a little?

Plus there should be littl or no resistance, you should not have to force the gauge "AT ALL"
